A 10-POINT PLAN FOR ISRAEL 
HERE IS WHAT NEEDS TO HAPPEN TO PUT PALESTINIANS AND ISRAELIS ON THE PATH TO PEACE

On Friday, Hamas sent its response to the “20-point Gaza peace plan” put forward by United States President Donald Trump. Importantly, the Palestinian group agreed to hand over the administration of Gaza to a group of technocrats and free all Israeli captives in exchange for Palestinian prisoners.


The US president welcomed the response and told Israel to “immediately stop bombing”. Yet, in the 48 hours after Hamas submitted its response, Israeli attacks killed at least 94 Palestinians in Gaza.


While the Trump plan may bring a temporary respite for the Palestinians, it will not achieve peace. For this to happen, we also need a plan that makes demands of Israel and eliminates its genocidal drive.

So here is a 10-point plan for Israel:

1. Israeli politics and public sphere need to be deradicalised. Over the past 24 months, the Israeli political elite have been cheerleaders of genocide, publicly celebrating the erasure of Palestinian life in Gaza with complete impunity. Much of the Israeli public has also tagged along. The Israeli state will need to institute programmes that promote values of tolerance and peaceful coexistence within state institutions and within the education system to address this.
2. The Israeli army needs to be reformed. Be it the deliberate targeting of Palestinian civilians or the social media posts by Israeli soldiers from the battleground mocking the destruction of Palestinian homes – the dehumanisation of Palestinians is deeply embedded in the armed forces. Israeli authorities will need to engage in a concerted effort to formulate and implement a new military code of conduct rooted in the dictates of international humanitarian law.


3. Israeli political and military leaders must be tried at the International Criminal Court. Forensic experts, civil society organisations, human rights groups and activists have been collecting evidence of the nature of the Israeli military campaign. This evidence could be the basis of the legal proceedings.
4. Gaza must be opened up. This means there must be an end to the siege by land, air and sea that has been in place since 2007. The free movement of people and goods must be allowed.
5. International observers or a protective force must be deployed in Gaza to make sure there are no violations – either by the Israeli military or by Israeli extremists.
6. Taking the cue from the 2024 International Court of Justice ruling that settlements in the occupied West Bank are illegal under international law, the Israeli authorities must stop and criminalise all settlement activities, including activism, lobbying and fundraising efforts geared towards expanding settlements or establishing new outposts.

7. The West Bank and Jerusalem must be demilitarised and deoccupied. This would entail the dismantling of Israeli military infrastructure, checkpoints, watchtowers and walls that have systematically fractured the land and worked to circumscribe the Palestinian right to a homeland.
8. While the US plan requires Israel to release 250 Palestinian prisoners serving life sentences and 1,700 detainees, thousands of Palestinians remain in custody without trial. There will need to be a swift end to the Israeli policy of administrative detention and a wider plan to release the remaining Palestinians in Israeli prisons.
9. Israel will have to enter into negotiations to address the Palestinians’ right of return. This will need to happen through direct discussions and negotiations with the Palestinians in Palestine and the diaspora as well as representatives of United Nations bodies and civil society groups who have worked closely with Palestinian refugees and are well-versed in the immediate socioeconomic needs of this historically marginalised community.
10. Over the years, Israel has ramped up its public diplomacy efforts to gain global support for its policies. In 2024, these efforts received an infusion of about $150m in public funds. This money has been used for pro-Israel social media campaigns, lobbying efforts, fellowships and trips to Israel for non-Israeli businesspeople, journalists, politicians and decision-makers. Such investments have paid dividends through the crackdown on Palestinian solidarity efforts, especially in the West, since the start of the genocide in Gaza. Israel must, therefore, allow an international panel of experts to investigate the workings of its public diplomacy efforts and whether such efforts violate the sovereignty as well as the freedom of expression laws of other nations.


Of course, it is unlikely that the Israeli government would willingly pursue any of these 10 points. But global public opinion is changing dramatically. The Israeli narrative is no longer dominant despite the best efforts of the Israeli government and its allies. A growing number of people around the world are recognising that the Palestinian issue goes well beyond the fate of the Palestinian people.

Palestine is deeply intertwined with the issues and challenges that shape life and politics across the Middle East and beyond. And it is only when we address these wider issues and rightfully place the burden of responsibility on the State of Israel, can we hope for lasting peace.

Two Years Since the Start of the Gaza Genocide – An Ongoing Crime Requiring Urgent Internationa

London, 7 October 2025 – On the second anniversary of the events of 7 October and the subsequent all-out Israeli assault on the Gaza Strip, the Palestinian Return Centre (PRC) affirms that what Gaza has endured over the past two years is not merely a war, but a full-fledged genocide carried out in full view of the entire world. Israel has turned Gaza into an uninhabitable place, in a systematic and deliberate attempt to erase the Palestinian people from their land.Over 730 days, the ongoing Israeli onslaught has killed more than 67,000 Palestinians and injured over 160,000 others. The overwhelming majority of the victims are civilians, including more than 19,000 children and 12,500 women – clear evidence of the deliberate nature of Israel’s targeting of the Palestinian population.What has taken place in Gaza represents one of the most dangerous phases of Israel’s colonial project of ethnic cleansing. The total destruction of infrastructure, the bombing of hospitals and schools, the erasure of entire neighbourhoods through the destruction of nearly a quarter of a million housing units, the forced displacement of nearly two million people, and the suffocating blockade that has caused a catastrophic famine killing hundreds – all of these acts demonstrate the intent to destroy, in whole or in part, the Palestinian people in Gaza, amounting to the ongoing crime of genocide.The genocidal intent of the Israeli leadership is evident in its deliberate prolongation of the war, its sabotage of all negotiation efforts, and even its targeting of the Palestinian negotiating delegation in an attempt to assassinate them in full. These practices prove that this campaign of destruction is not a reaction to the events of 7 October, but rather the execution of a premeditated colonial project aimed at eliminating Palestinian existence, dismantling their cause, and imposing a new demographic and geographic reality.The PRC holds the international community – especially those states that have provided Israel with political cover and military support – directly responsible for these crimes. For years, PRC, alongside hundreds of human rights organisations, has consistently warned in the halls of the United Nations, the Human Rights Council, and European political forums about the consequences of international silence. It is now time for the international system to heed these warnings, to enforce international law on all without exception, and to end the absolute impunity granted to Israel. This impunity has long emboldened Israeli officials to boast of their violations, culminating in an Israeli minister openly declaring that international law does not apply to them. Continued complicity not only endangers Palestinian lives but also undermines the foundations of the entire international order.The assault on Gaza is a direct attack on the Palestinian cause as a whole, on the principles and rights that Palestinians have defended for decades. While new plans are being floated to forcibly displace even more Palestinians, our people, displaced for 77 years, remain steadfast in their inalienable right to return to their homes. This genocide is a desperate attempt to crush that will and liquidate the cause, but it will only strengthen Palestinians’ resolve to achieve freedom and return. On this painful anniversary, the Palestinian Return Centre calls for the following:1. Immediate International Action: The UN General Assembly and Security Council must take real, effective measures to ensure a complete and permanent cessation of the assault and to lift the unlawful blockade on Gaza.2. Accountability for Perpetrators: We urge the Prosecutor of the International Criminal Court to accelerate investigations and issue arrest warrants against all Israeli political and military officials implicated in war crimes, crimes against humanity, and genocide.3. Comprehensive Sanctions: We call on all states to impose military, economic, and diplomatic sanctions on Israel until it complies with international law and ends its occupation of Palestinian land.4. Support for the Right of Return: We reaffirm that just and comprehensive peace cannot be achieved without recognising the inalienable rights of the Palestinian people, foremost among them the right of refugees to return to their homes and properties in accordance with UN Resolution 194. Silence and inaction are no longer acceptable. The PRC calls on all free people of the world – governments, organisations, and societies – to turn condemnation into action and to stand firmly in enforcing international law and ending this massacre. The Centre commends the principled stances of those states that have refused to remain silent and taken concrete steps towards justice, urging others to follow suit.We address every leader, politician, and parliamentarian worldwide, and every UN official: before the images of children pulled from beneath the rubble, the cries of bereaved mothers, and the dignity of elders dying from hunger – where is your humanity? History will record your positions, and it will remember who stood for principles and who chose silence. Do not allow Gaza’s blood to stain the conscience of humanity forever. Act now – every minute of delay means more innocent lives lost.
