THE INTERNATIONALISATION OF THE PAKISTAN ARMY
[url=https://www.trtworld.com/opinion/the-internationalisation-of-the-pakistan-army-25300]https://www.trtworld.com/opinion/the-internationalisation-of-the-pakistan-army-25300

Kamal Alam

The Pakistan Army is making a concerted effort to relieve itself of its dependency on the US, and it might be working. As the recent National Day military parade shows, the Pakistan Army now has a global diplomatic footprint that is turning into a multi-faceted force that includes defence diplomacy, conflict resolution and peacekeeping, international education and last by no means lest – military sales and defence cooperation.

It is a sharp contrast to September 11, 2001 – when under pressure and isolation threats, the then Chief of Army Staff (COAS), General Musharraf buckled under American pressure. Almost two decades on, the Pakistan Army has become one of the most international armies in the world – more than three dozen militaries from around the world from Latin America to Australia are undergoing training in Pakistan’s various service staff colleges, and defence cooperation

with emerging BRICS powers is at an all-time high.  The diversification also underpins the new geopolitical realities of the army – unlike 2001 – it has nothing to fear as its allies and strategic outreach diversifies beyond an old dependence on American equipment and financial aid.

The legacy of American dependency
After September 11, 2001, one could hardly blame Musharraf as he realised the limitations of the army’s fighting position – after a decade of US sanctions following the Pressler Amendment, Pakistan’s military was in bad shape and could not challenge any American threats. The Pakistan Air Force and the two dozen F-16s were hardly in a serviceable condition - its force was almost wholly just trained to fight on its eastern border rather than a counter-insurgency on the Afghan border as the Americans were demanding.

The US has been blackmailing Pakistan for almost three decades on the sale of F-16s, even the ones that Pakistan paid for were not delivered – and only after Pakistan agreed to take part in the global war on terror did F16s start arriving after two decades. Even then Pakistan had to go to Turkey and Jordan for the delivery as a more reliable partner albeit with American permission. Pakistan is also yet to take delivery of Bell AH-1Z helicopter – the first batch was meant for delivery in 2017.

As of last autumn, it was reported that these latest sales are being blocked and kept in storage after Trump’s cancellation of military aid. It is here where American foreign military sales—while still in demand—are no more a considerable nuisance for Pakistan. Over the last decade, Pakistan has firmly moved away from dependency on American military equipment and towards new international partnerships and self-reliance through an indigenous weapons program.

Pakistan’s international training program
Just as the US announced last year it would cut Pakistani military participation in its elite training institution, the Russians signed a historic first welcoming Pakistani officers at their top military academies and colleges. Not only is this a complete reversal of Pakistan’s Russia policy but also a new era of Pakistan’s defence diplomacy. Similarly, the two have now set up regular training exercises, and Pakistan has bought attack helicopters.

Beyond just being at the receiving end of training, Pakistan had become the first non-Western army to have a platoon commander at the Royal Military Academy of Sandhurst, when Major Uqbah Hadeed Malik became the first Pakistani instructor at the world’s premier defence academy. Under Uqbah’s command the finest British officers and international cadets went on to graduate – subsequently Uqbah’s successor, Major Umar Farooq won the prestigious Sovereign Platoon, the best-trained unit at Sandhurst.

Pakistan also has a Lt-Colonel as an instructor at the British Army’s Staff College in Shrivenham, again a role customarily given to just British or NATO officers. Following on from the British Army, it was reported that both the German and Czech armies had shown an interest to learn from Pakistan given its experiences in fighting in Afghanistan.

Training and providing conflict resolution expertise of course has been a long tradition of Pakistan, and at the United Nations, Pakistan has consistently been one of the largest providers of training and security. Now Pakistan is turning its training and conflict resolution into a global unit with major repercussions on its international relations and defence diplomacy.

Pakistan goes global in its international alliances
On the 23rd March celebrations, the presence of the Turkish Air ForceSaudi & Bahrain Special Forces, Azerbaijan and Sri Lankan troops—in addition to its historical military ally China’s air force—underlines the international nature of Pakistan military’s alliances. The presence of the Malaysian Prime Minister and Azerbaijani Defence Minister were all the more important as the Pakistan Air Force looks to sell its jointly produced aircraft, the JF-17 to the two countries. Late last year Nigeria became the first country to confirm its purchase of the JF-17 from Pakistan. Earlier Myanmar had also bought the aircraft, although the Chinese rather than Pakistanis executed that deal. South Africa and Brazil have also increased their military cooperation with Pakistan, with recent high profile visits and negotiations for sales and purchases by the Pakistan Army and its air force.

Australia has also increased its cooperation with Pakistan and strengthening its old training relationships. Notwithstanding its relations with the Saudi military, the Pakistanis have also confirmed their security presence to aid Qatar during the upcoming world cup there.  Turkey is stepping up its role with Pakistan and again signing its biggest defence deal and furthering air force ties as it seeks to replace US hegemony in the defence trade globally.

As Pakistan frees itself from American military dependency, it is forging a global path to provide training, equipment and cooperation to countries previously out of its domain.

PAKISTAN's MILITARY SPENDING ROSE 73% BETWEEN 2009 and 2018: SIPRI
https://tribune.com.pk/story/1961844/1-p...2018-sipri

Pakistan’s military spending increased by 73 per cent between 2009 and 2018, and by 11 per cent between 2017 and 2018, according to a new report released on Monday by the Stockholm International Peace Research Institute (SIPRI).

In 2018, Pakistan’s military expenditure was $11.4 billion, making it the 20th-largest spender globally. As per the SIPRI data, Pakistan is among the top 10 countries with the highest military burden. “A state’s military expenditure as a share of GDP — also known as the military burden — is the simplest measure of the relative economic burden the military places on that state,” the report explains. “Pakistan’s military burden in 2018 was 4.0 per cent of GDP — the highest level since 2004,” it states.

“Six of the 10 countries with the highest military burden in the world in 2018 are in the Middle East: Saudi Arabia (8.8 per cent of GDP), Oman (8.2 per cent), Kuwait (5.1 per cent), Lebanon (5.0 per cent), Jordan (4.7 per cent) and Israel (4.3 per cent).” “The other four are Algeria (5.3 per cent), Armenia (4.8 per cent),  Pakistan (4.0 per cent) and Russia (3.9 per cent).”

REGIONAL RIVALRY

The SIPRI data shows that Pakistan’s regional rival, India, was among the five biggest military spenders in 2018. “The five biggest spenders in 2018 were the United States, China, Saudi Arabia, India and France, which together accounted for 60 per cent of global military spending. Russia was the sixth-largest spender in 2018,” states the report.
According to the Sweden-based research institute, India’s military spending rose in 2018 for the fifth consecutive year and was 3.1 per cent higher than in 2017.

“At $66.5 billion, India’s spending was 29 per cent higher than in 2009. Despite this rise, India’s military burden in 2018 was at one of its lowest levels since the early 1960s: 2.4 per cent of GDP compared with 2.9 per cent in 2009,” the SIPRI report states, citing rivalry with China and Pakistan as the reason for New Delhi’s rising military expenditure.  China, meanwhile, remains the world’s second-largest military spender, allocating $250 billion to the military in 2018, which accounted for 14 per cent of global spending.

“In 2018, its military expenditure rose for the 24th consecutive year, and its spending in 2018 was almost 10 times higher than in 1994,” states the SIPRI report.

“The annual rate of growth of China’s military spending has slowed steadily since it reached a post-2009 high of 9.3 per cent in 2013. The growth of 5.0 per cent in 2018 was the lowest annual increase since 1995. China has followed a policy of linking growth in military spending with economic growth. With its economic growth slowing in 2018 to the lowest level in 28 years, slower rates of growth in the coming years can be expected if China continues to follow this policy.”

SPENDING IN ASIA, OCEANIA

Military spending in Asia and Oceania was $507 billion in 2018 and accounted for 28 per cent of global military spending.

“Five of the top 15 global spenders in 2018 are in this region: China (rank 2), India (rank 4), Japan (rank 9), South Korea (rank 10) and Australia (rank 13). It is the only region in which annual growth has been continuous since 1988, and the 46 per cent increase between 2009 and 2018 was by far the largest of any region,” the report states.

“The increase was due to primarily to the rise in Chinese spending, which in 2018 accounted for 49 per cent of total spending in the region, compared with 31 per cent in 2009.”

“Between 2017 and 2018, military spending increased in Central and South Asia (4.2 per cent) and in East Asia (4.1 per cent), while spending decreased in South East Asia (–0.8 per cent) and Oceania (–2.9 per cent). There were substantial increases in all four subregions between 2009 and 2018, ranging from 20 per cent in Oceania to 54 per cent in East Asia. Military expenditure fell between 2009 and 2018 in only 8 of the 27 countries in Asia and Oceania with data available for 2018.”

ARMING AMERICA

Another key finding of the SIPRI report was that United States military spending has risen for the first time in seven years, reflecting the Trump administration’s policy. At $649 billion, the US figure alone was as much as the next eight highest military budgets. “US military expenditure increased — for the first time in seven years— by 4.6 per cent in 2018. The USA remained by far the largest spender in the world, accounting for 36 per cent of global military spending in 2018.”

“The USA spent almost as much on its military in 2018 as the next eight highest spenders combined. However, its military expenditure in 2018 was still 19 per cent lower than its peak in 2010. The US government’s budget-adoption process has been particularly difficult during the 2010s, in the context of efforts to address the US deficit and balance the country’s budget. This has led to severe and antagonistic divisions in the Congress and between the Congress and the administration on the level of resources dedicated to the US military,” states the SIPRI report.

“The increase in US spending was driven by the implementation from 2017 of new arms procurement programmes under the Trump administration,” said Aude Fleurant, director of SIPRI’s Arms and Military Expenditure (AMEX) programme. Overall, according to SIPRI calculations, worldwide military spending rose by 2.6 per cent to $1.8 trillion in 2018. This was the second year running the global figure has risen, bringing military spending to its highest level since 1988.

TURKEY IRAN AFGHANISTAN AND PAKISTAN IN PARTICULAR WILL NEED TO RE-ALIGN THEIR ALLIANCES AND IN PARTICULAR THEIR MILITARY PARTNERSHIPS.  CHOICES INDEED HAVE TO BE MADE RAPIDLY AS THE WORLD IS IN A POST COLD WAR POST UNIPOLAR WORLD WHICH IS IN FLUX AND TRANSITION. THERE IS A NEED FOR A NEW ALIGNMENT BY POST COLONIAL MUSLIM NATION STATES. THEY NEED TO LOOK AT THEIR PAST ISLAMIC HISTORY AND CONTEMPORARY GEOPOLITICAL AND IDEOLOGICAL ORIENTATIONS PREVALENT IN THE WORLD. URGENT NEW THINKING IS REQUIRED BY THE UMMAH

IS THE TURKISH RUSSIAN S-400 MISSILE DEAL SABRE RATTLING AMONG SUPERPOWERS?
https://therealnews.com/stories/is-the-t...uperpowers

Vice President Mike Pence expressed his dismay with Turkey's decision to purchase an S-400 anti-aircraft missile defense system from Russia, revealing just how much this arms deal is an existential threat to NATO and U.S. dominance.

“Turkey's purchase of a $2.5 billion S-400 anti-aircraft missile system from Russia poses great danger to NATO and to the strength of this alliance,” Pence said.

“Turkey must choose: Does it want to remain a critical partner in the most successful military alliance in the history of the world? Or does it want to risk the security of that partnership by making reckless decisions that undermine our alliance?”

Richard Sakwa told The Real News Network's Sharmini Peries that Pence's assertion about the alliance is correct, it's just outdated by a couple decades: “Vice President Pence had a point. He did talk about NATO as the most successful alliance in history. The thing is that it was successful until 1989-91 at the end of the Soviet Union, the end of the Cold War and it had achieved its goals,” Sakwa said.

Moreover, Turkey, like other countries, is slowly realizing the limits of NATO and kicking back against U.S. control, and reinstatement of Cold War-like policy.

“Since [the end of the Cold War], now it's over 25-30 years, it's been looking for a role to play and what it's managed to do is to perpetuate Cold War attitudes and ultimately facilitated what I call—and others call—not just a new Cold War but a substantive, second Cold War. But in that second Cold War, the actors and the patterns of politics will change.

While Turkey is not a founding NATO member, it did join soon after its founding, and now is beginning to find the strategic options within NATO too limiting. Turkish foreign minister Mevlüt Çavu?o?lu all but said this last week when he declared the Russian S-400 sale “a done deal” because the U.S. failed to guarantee sale of its Patriot Missile Defense System.

Sakwa explained that Turkey “feels threatened” in the Middle East, especially since the Iraq War and as Israel has gained power. Given strained Israel and Turkey relations, it makes sense they would want to defend themselves and would go to Russia, who guaranteed a sale when the U.S. could not.

“They do feel they need a defensive capacity and as we heard they didn't manage to get the Patriot missile defense system,” Sakwa said. “There's also a technical issue there is that general view—and I'm no expert—that the S-400 is technically the best in the world. And so if they're going to pay so much money they'd like to get the best in the world.”

More broadly, Turkey's S-400 purchase from Russia and U.S. panic represents a shift in geopolitical relations and the start of “a far more fluid situation where people won't buy into [a] particular model of politics,” Sakwa said.

“This is a sign that that post-Cold War world, in which the existence and continuation and enlargement of NATO effectively meant it tried to freeze the situation of U.S.-led dominance after 1991, and that dominance, that freezing moment, is beginning to unfreeze,” Sakwa said. “It may have given advantages and benefits at a certain point but all things, including the world's most successful military alliance, will come to an end one day, and perhaps these are the first signs of that coming end.”

TURKEY IN NATO MAYBE REALPOLITIK BUT IN TERMS OF THE LONG TERM TRAJECTORY OF OTTOMAN AND TURKISH HISTORY IT IS AN OXYMORON. THE EARLIEST CONFLICTS BEGAN DURING THE BYZANTINE OTTOMAN WARS WAGED IN ANATOLIA IN THE LATE 13TH CENTURY BEFORE ENTERING EUROPE IN THE MID 14TH CENTURY. IT IS ALSO AGAINST STRATEGIC ISLAMIC INTERESTS HOW CAN A BLOC WHOSE MEMBERS HAVE BEEN AT WAR WITH TURKS, OTTOMANS AND ISLAM BE VIEWED AS AN ALLY?  IT IS CRITICALLY IMPORTANT FOR TURKEY TO RE-ALIGN ITS SECURITY AND DEFENCE INTERESTS FROM THE ANGLO-AMERICAN NATO ZIONIST AXIS. IT IS INEVITABLE THAT TURKEY WILL MOVE TOWARDS AN ISLAMIC MUTUAL DEFENCE MILITARY ALLIANCE AND ITS FUTURE IS TO LEAD THE UNITED STATES OF ISLAM ARMY.  THIS WILL BE FOCUSSED UPON HEREAFTER.

THE LAUNCH OF MISSILE SHAHEEN 2 TEST BY PAKISTAN IS TO BE LAUDED. AS TO THE QUESTION WHY IT WAS LAUNCHED NOW IT IS CLEAR THAT IT WAS COINCIDING WITH THE LANDSLIDE VICTORY BY THE ANTI-PAKISTAN AND ANTI-ISLAMIC HINDU EXTREMIST BJP PARTY. PAKISTAN HAS SENT A WARNING TO MODI THAT THIS MODERN MISSILE TECHNOLOGY CAN STRIKE ALL PARTS OF INDIA WITHOUT BEING STOPPED. THAT IT CAN DEFEND ITSELF AGAINST A HEGEMONIC INDIA AND THAT IT IS IN THE INTERESTS OF BOTH COUNTRIES TO SEEK PEACE BY DIALOGUE AND NEGOTIATE. THIS REMINDER IS TIMELY AS THE BJP NEEDS TO BE PUT ON NOTICE THAT ANY FURTHER MILITARY CROSS BORDER ADVENTURES FOLLOWING FALSE FLAG TERROR ATTACKS  WILL NOT BE TOLERATED AND WILL BE NEUTRALISED AND PUNISHED.  AS WE HAVE STATED PREVIOUSLY THE UNITED STATES OF ISLAM ARMY HAS TO BE RECONSTRUCTED ON PAN-ISLAMIC IDEOLOGY, PRINCIPLES AND  PREPARED AND EQUIPPED WITH THE LATEST ARMOURY AS INSTRUCTED IN THE QURAN IN SURAH AL-HADID. IT IS TIME THAT FEAR IS INSTILLED IN THE ENEMIES OF ISLAM RATHER THAN MUSLIMS FEARING THE MIGHT OF GLOBAL KUFR AND BEING AT THEIR MERCY. THE TIME TO REVERSE HISTORICAL TRENDS IS COMING. THE TIDE HAS TO BE REVERSED NOW AS THE FUTURE OF THE WORLD RESTS UPON THIS.

3 FORMER PAKISTANI MILITARY OFFICERS JAVED IQBAL, RETIRED BRIGADIER GENERAL RAJA RIZWAN AND WASEEM AKRAM HAVE BEEN GIVEN SEVERE EXEMPLARY PUNISHMENTS FOR WORKING FOR FOREIGN INTELLIGENCE AGENCIES- THE CIA AND RAW. THIS DEVELOPMENT WHICH EXPOSES ESPIONAGE AND TRAITORS( GHADAR) IN THE PAKISTAN ARMY IS A HUGE BREAKTHROUGH. THE JAILING AND SENTENCING OF DEATH BY THE PAKISTAN ARMY SETS A PRECEDENT FOR PAKISTAN AND INDEED FOR ALL THE MUSLIM WORLD. THIS IS A WARNING ALSO FOR OTHERS WHO HAVE BEEN INVOLVED IN SABOTAGE ESPECIALLY IN  FINANCIAL AND ECONOMIC CRIME THAT THEIR TIME IS UP AND PAKISTANI INSTITUTIONS NEED TO CLEAN THEIR ACT. THIS IS A PRE-CONDITION TO ESTABLISH THE VISION OF ISLAMIC GOVERNANCE BASED ON THE PROPHETIC MADINA MODEL.  IF THIS MEANS THE SHEDDING OF BLOOD TO GET RID OF THIS CONTAMINATION OF THE BODY POLITIC SO BE IT.

THIS ISSUE UNEARTHS ONE OF THE WEAKNESSES IN THE MODERN MUSLIM WORLD WHICH WESTERN POWERS EXPLOITED FROM THE DAYS OF CLIVE OF INDIA IN KICKSTARTING THEIR MILITARY EMPIRES. THIS WAS THE SUSCEPTIBILITY OF EXISTING ELITES SUCH AS MIR JAAFAR TO BETRAY THEIR NATION AND SELL OUT TO THE IMPERIALISTS.  IT HAS DEEP ROOTS AND NEEDS TO BE ERADICATED ROOT AND BRANCH AND IT REQUIRES NOT ONLY A THOROUGH PROCESS OF DECOLONISATION BUT ISLAMISATION AT THE MICRO AND MACRO LEVEL.

IT HAS NOT BEEN HIGHLIGHTED BY MANY BUT ANOTHER DIMENSION TO THIS IS THAT FREEMASONRY AND MEMBERSHIP OF THESE LODGES NEEDS TO BE BANNED TOTALLY AND CAPITAL PUNISHMENT INTRODUCED. THIS REQUIRES IMMEDIATE AND URGENT ATTENTION.

THIS PHOTO OF THE LEADERS OF THE AFGHAN MUJAHIDEEN  MEETING RUSSIAN LEADERS IN MOSCOW IS PERHAPS THE MOST POWERFUL PHOTOGRAPH THAT THE MAINSTREAM MEDIA DO NOT WISH TO SHOW OR BROADCAST. THESE ARE THE PEOPLE AND THIS IS THE ARMY THAT HAS INFLICTED DEFEAT ON NATO AND THE USA IN AFGHANISTAN. AFTER 18 YEARS OF RESISTANCE TO THE PHONEY GLOBAL WAR OF TERROR ON ISLAM THE BRAVE MUJAHIDEEN AND  AFGHAN TALIBAN ARE EMERGING VICTORIOUS. THE USA IS IN RETREAT AND WANTS TO EXIT.

BUT THE TALIBAN LEADERSHIP WILL NOT STOP FIGHTING JIHAD UNTIL THE DESPICABLE BARBARIAN INVADERS LEAVE LOCK STOCK AND BARREL AND REMOVE THEIR PUPPET PROXY AFGHAN GOVERNMENT. THIS WILL BE REPLACED WITH AN ISLAMIC SYSTEM OF GOVERNANCE. THE TALIBAN REFUSE TO BE DICTATED THE TERMS OF THE AMERICAN DEPARTURE. IT IS THEIR LAND AND COUNTRY AND THEY WILL DICTATE THE TERMS OF THE DEPARTURE OF ANOTHER NONMUSLIM SUPERPOWER JUST AS THEY DID TO THE BRITISH AND RUSSIANS. AS THIS IS IMMINENT THE FULL STORY OF THIS ISLAMIC JIHAD ARMY WILL BE AIRED AS IT WILL BE AT THE CORE IF NOT CENTRE OF THE FORTHCOMING UNITED STATES OF ISLAM ARMY.

THE INTERESTING IMAGE IS GETTING FAMOUS FOR THE FUTURE DIRECTION
